The Beijing Urban Management Comprehensive Law Enforcement Big Data Platform supports municipality-wide urban management and comprehensive law enforcement operations. It establishes a four-level law enforcement business linkage and integrated management system of "city-district-street-law enforcement officers". Leveraging cutting-edge technologies such as big data, blockchain, and artificial intelligence. It converges and integrates over 100 million pieces of basic data from more than 10 departments, comprehensively covering 20 district bureaus and more than 300 sub district and towns. Horizontally, it connects to more than 110 information systems of relevant departments such as urban management and public service enterprises. At the same time, it constructs a daily liaison system covering a total of more than 230 units in all adjacent areas of Beijing-Tianjin-Hebei. The overall application rate of the platform reaches 100%, the application rate of the mobile terminal reaches 98.5%, and the proportion of non-onsite inspections reaches 74%. It has effectively promoted the implementation of the digital supervision reform marked by off-site supervision, achieving precise and fine urban governance. It has significantly enhanced the urban quality and the satisfaction of the people, and effectively promoted the digital transformation and high-quality development of urban management law enforcement. It plays a key supporting role in major events such as the Winter Olympics, the Two Sessions (NPC&CPPCC), the CIFTIS, as well as in emergency response scenarios including extreme weather incidents. The platform has been included in the list of typical applications for the performance evaluation of Beijing municipal government information systems and recognized as a demonstration project for the construction of a law-based government in Beijing. It has also received high praise in the post-evaluation work organized by the Beijing Municipal Development and Reform Commission.
